Capacity building is a process through which people, organisations and society strengthen their knowledge, abilities, skills and behaviour and improve institutional structures and processes such that they can efficiently meet their mission and goals in a sustainable way. Institutions are at the heart of human development, and when they are able to perform better, sustain that performance over time, and manage 'shocks' to the system, they can contribute more meaningfully to the achievement of national human development goals. Nigeria currently in the throes of recession and often defined as a fragile state, needs earnest effort in capacity building - developing the human resource, strengthening organisational processes, setting out Institutional and Legal framework, and enhancing opportunity management.
